Msi Afterburner not overclocking correctly?

Hey guys, just wondering what is wrong with the overclock i am trying. I am trying to reach a core clock of 1210 MHz and memory clock of 1370 MHz in Afterburner , however when I Apply the setting the core stays idling around 300 MHz and the memory clock around 150 MHz. Just wondering is it staying like that because of some issue with the overclock , or is it like a power saving feature?

Pc: gigabyte 970a ds3p mobo
Fx6300 cpu
Gigabyte r7 260x 2gb oc
8gb 1866mhz ram
Evga 500w psu
Corsair h55 cooler
Etc

Are you checking the clock speed with GPU-z or afterburner. Also if your system is idling (ie not gaming) your GPU will drop its clocks to 250-300mhz until you tax it harder. So download GPU-z and see what it says your clock rate is Also check it while gaming.

    ■ What's your current AB version? The preset include tweaking power target, best way to do first is to find out what power target your 260X could handle and max out fan and then tweak on the speed.
    ■ @1,3 GHz some R7 260X refuse to conform AB preset instruction due to VRM limitation + motherboard's capacitors limitation.
