Hello there, i have a FPS problem in CS:GO. Resolution is 640x480 but i am taking between 20 and 40 FPS in game. How can i solve this problem ?

PC:
AMD Quad Core Processor A6 6310
AMD Radeon R4 Graphics
4GB RAM

Solution

The single core performance of the a6 is really bad and won't give you much more even if you had a better gpu.
Your gpu is really really low end and won't get you any more fps then what you have now.

It's pretty normal for that kind of graphics card to be that low. The best thing i can suggest is to maybe disable shadows, and shaders - This would give you a bit better FPS.

Well, the biggest problem I see is that you're using a laptop, which means a) your CPU is going to be more limited than a desktop CPU (although at least that chip does appear to have 4 full cores, not the "2 cores/4 Threads" configuration that most of AMD's APUs have), & b) the iGPU in your system has to share its RAM with the CPU. Not much you can do if it's running 32-bit Windows, but if you're running 64-bit Windows I would strongly suggest going up to 8GB of RAM if you can.
