Back to the 1990's Internet Speed, please help.

I've had this problem for over a month now.
My computer used to have some good internet, now all of a sudden it doesn't. Can't even download a 1000 Kilobyte file from the internet. I can browse the internet, albeit at a slow speed.

I've just had a technician out to test my network, he says there is no problem.
I've also tried to run my PC off my Phone's Network DATA, same problem, very slow speed.
I'm paying for 20/1, and when I do a speed test on my PC it was 8/1, still can't download anything though.

My rig is;
z170 Pro Gaming Asus Motherboard.
Windows 7.
Strix Graphics Card Nvidia GeForce 960.
24 GB Ram.

I just bought a new HDD and a new SSD, since I thought the problem might lie in my old Hard Drives which were 10+ years old.

My PC is currently connected to the brand new 250 GB SSD, same problem.
I read somewhere that the Graphics Card might be the culprit, and took it out, and launched my PC, same problem.

I am at a total loss, because my Xbox 360 runs fine (I don't really game on it, but it runs Netflix with no problem).
 
questions

1. you had a technician tested out your network and he told you it wasn't it.. is this tech from the ISP ? or someone you hired to test your internal work at the house. I am asking because if you showed him the issue and he did not fix it I hope you did not pay much for his services.

2. Hard drives , monitors, video cards, speakers mouse, printers, your telephone on the wall, will not affect your networking.

3. if you are the only device owner with a problem in the entire house, I must ask this, are you connected by Wifi with your desktop or are you connected by cable ?

4. do you own a laptop perhaps your using without issue ?

Didn't pay the technician a dime, my provider sent him out free of charge. The internet ain't faulty he says, and I can browse Netflix on my Xbox 360 with no problem.

I am connected to the router via a ethernet cable.
I have no laptop, but the Xbox 360 has no internet issues. I also just took my PC home to my father, and testing the speed here. Same problem, slightly, the internet has improved a bit. But it's still ain't up to par.
 
so when you are on your desktop, open web browser, and enter this web site can you run a test and post the result please.
and yes I know Xfinity has their own web site for this... http://www.speedtest.net/
