Looking to build a PC for i'll use for photoshop and lightroom. No video work, so not render heavy work. I can re use my old ssd and hdds. $1000 budget, with $200 of that being budgeted for a new monitor.

This should do the trick. The PSU is good enough it won't eat your parts, and since it won't be pushed harder than average is a good choice to stay in budget. Also included the largest screen with a good rating.

Right now I have a have an intel i5 2570k @ 3.40GHz, Not sure of my mobo, is it worth reusing my processor or is it outdated at this point?

My biggest thing with my current system with 8gb ram is im experiencing a lot of lag during rendering photos in lightroom particularly.
 


Performance wise, it is slower than the current i5 CPUs... but not so much as it is no longer usable. Going with an i7 just gives more threads than an i5 that may get your tasks done a little quicker. (i7-2600k or i7-2700k may be viable upgrade options if you can find them at a good price.)

Yeah, with the work you're doing 8GB isn't really enough. You need 16GB minimum, maybe 32GB of RAM. I don't know what the RAM limitations were of that generation of CPU/Motherboard you're currently using, so that may force going new parts all by itself.
