Solution
CPU COOLER - Not needed when not overclocking. The stock Intel cooler will be fine.
MB - Look toward a board with four memory slots. B150 or H170 chipsets.
MEM - B150 / H170 (and H110) are limited to DDR4-2133, however DDR4-2400 modules are cheaper at the moment. Just remember that they will down-clock to 2133 speeds.
SSD - Added one which put you over budget. Remove this if you can't stretch the budget a bit, however the SSD would be a very welcome addition.
