Can I run GTA V

Solution
The onboard graphics of the 7850K are somewhat comparable to an R7 240.....

It's not going to be the best.... you could likely play GTA V on low settings with a playable framerate.

With a $400 budget, I'd try to give yourself a solid(ish) foundation at least.

Something like this:

While it's making a few sacrifices (not usuing dual channel on Skylake is a waste, it's a cheap case, the PSU isn't ideal, minimal storage etc), it's going to give you a much better gaming experience. You should be able to push ~50-60FPS on medium-high settings at 1080p with that.
