Unsupported 16-Bit Application (.Net Framework installer)

So I tried installing the newest .Net Framework version 4.6.2, i downloaded both the web installer and the offline installer and it came up with this error message while installing,
"The program or feature
"\??\C:\Users\Windows\system32\msiexec.exe" cannot start or run due to incompatibility with 64-bit versions of Windows. Please contact the software vendor to ask if a 64-bit Windows compatible version is available."

Note: I am using Windows 7 SP1 64 bit and all my hardware components fit the requirements.

If anyone knows how to solve this problem, it would be much appreciated.

It didn't work, I still couldnt install the software.
It came up with this message after the scan was finished:
"Windows Resource found corrupt files but was unable to fix some of them
Details are included in the CBS.Log."

If the windows installer is corrupt how would i resolve it?

It came up with cmd doesn't recognize DISM.exe as an internal or external command, operable program or batch file

I also encountered another problem while trying to install Razer synapse and i thought it might be connected to this problem.
It came up with this error message:
"The windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."
