You missed the most important component out....the GPU. No-one will be able to answer without that key bit of info!

Unless he's using the integrated HD Graphics GPU. If that is the case then you could game on it on 720p if you are fine with poor frame rates and low quality settings. The newest titles from 2015 and 2016 will probably run at around 15 to 20 FPS. Some of the more demanding games like Watch Dogs 2 and Mafia 3 will just be straight up unplayable as they can't even break 10 FPS. Basically, get a real GPU like a GTX 1050 or something for around $100 and you'll be just fine for 720p and even 1080p in many games.
Your probably good to play games in the 2006 era at 720p maybe LoL, CS go, Wow, though with a 1050 card as suggest it would expand your gaming options by 10 fold. If there are specific games your looking to play it probably a good idea to look at youtube and look for reviews.

In that case you are more than good to go....a 1050 Ti will play 1080p resolution on decent (med/high) settings without issue on most modern titles. Just don't turn on Anti Aliasing.
