Fan Control using ASUS GPU Tweak II on 1070 ROG

Upon first boot everything seemed to be working fine, but when I fired up a game, the 1st and 2nd fans started spinning like crazy. Even after leaving the game to the desktop and sitting there for 15 minutes, the fans were still spinning full speed.

GPU Tweak II says the fans are not spinning at all, but seem to be going at 100%. Thinking the card was defective I had Amazon ship me a new one. Installed it and am having the same problems. Start a game, the fans start spinning full speed, GPU Tweak says they are at zero.

After looking around online, I followed someones suggestion to plug a fan into the Fan Control to see if that helps. It didn't. So I decided to try setting the user defined fan settings. I added a new profile, and went into user defined settings and it will not allow me to change the settings at all. On the Y axis (fan speed) it has two dots, one @ -2 and one at 39. http://i1066.photobucket.com/albums/u407/interruptingcow/Capture_zpsst4jtwig.jpg

I am assuming this is why the fan won't stop spinning because it is saying to spin @ 0 degrees. I can't find a reason why it won't let me change the settings. I have even tried an older version of Tweak II (originally using most recent DL on ASUS website)

The card stays cool enough, but the noise is annoying and seems unnecessary seeing how 2 fans are doing all the work, the 3rd isn't spinning and the fan I hooked up to the fan control hasn't turned on yet...

System:
I5 6600k
Asus z170-a
16 gigs of DDR4 ram
1tb SSD

I have gotten the fan curve set, but it doesn't seem to help my initial problem. 2 fans are going full speed even after quitting to desktop and GPU Tweak II is showing the fans are not spinning at all. I have also tried MSI Afterburner and it the fan curve settings were easier to set. It shows the fan speed getting up to 55%. After the GPU cools down, it says the fan is now at zero, but the fans themselves are still spinning.

This is the second card I have gotten and I am wondering if I should just return it and get a different brand. Would that make a difference?
 
what driver version you're currently using? also if you were using MSI AB make sure to uninstall asus GPU tweak first. maybe you can ask the shop where you buy the card to test the card for you if they still behave the same way it did on your pc

I am using Geforce driver 376.33 release 12/13/2016. I have uninstalled ASUS GPU Tweak and used their removal software after to get rid of the settings before installing AB. AB at least shows the fans are running,(not RPM, but percentage) but it doesn't seem to matter what MSI thinks what percentage it thinks it is running at, the speed of the fan doesn't seem to change.

Correct. The computer will be idle on the desktop after I have closed a game. It will drop to 35 degrees and the fans will still be running at the same speed as if it were 65 degrees. The RPM monitor on both GPU Tweak and AB say the RPM for the fans is at 0
 
since this is your second card and they still behave the same as your first maybe you should contact asus support and ask how 0db feature actually work with this specific card. if there is indeed and issue with it they might have specific BIOS fix to this problem.

I was about to send the second card back but Asus suggested I do a clean install of windows. When I did that it has worked correctly since.
