Extreme Lag Spikes in Games

I have been testing many games on my computer recently. However, many games run with lag spikes that make the game respond 2 seconds (usually less) after I do something. The lag spikes are pretty damaging to gameplay and ruin my experience. I have used MSI On-screen display and CAM Monitoring to monitor my PC and FRAPS to record FPS and Frame times. My FPS is over 200 in games I play and frame times are under 20 ms. I have CPU usage always under 80% and GPU usage barely ever goes over 20% as I play mostly easy to run games. My temperatures are pretty good (CPU is max 35°C and GPU is max 60°C) so thermal throttling isn't an issue. However, when comparing my build to builds with similar specs, I have worse performance (about 5%.) I also thought that capping my FPS to my refresh rate (60) would help. However, I saw no difference in helping my lag spikes. Also, I tested that using an HDMI cable instead of a SL DVI-D cable would help. I had the same problems. Any help is appreciated!
