Optiplex 790 MT GPU suggestions?

Hey there! I just picked up this PC off of Craigslist for really cheap (like the cpu costs double what I paid). I was wondering if I could get some suggestions on GPU's with a max draw of 35 watts that could at least run games at a decnt FPS? I'll post my specs below.

Specs:
Tower: Dell Optiplex 790 (MT)
Stock MOBO
CPU: Intel i5-2400 Sandybridge Quad Core
RAM: 8gigs
GPU: Intel HD Graphics 2000/3000 Chipset

Anything else that needs to be know, I found a PDF that has everything else on it. My main problem is finding a GPU that uses >=265 watts and a draw of 35 on the PCI-E x16. Any help?

Also, if it is possible to upgrade the MOBO to something that doesn't have a limit on the PSU type, that would be much appreciated. Thanks for any help!

Don't let that 35W disclaimer stop you from a better card. That is just to limit the user from overloading the small PSU that came stock with the 790. I have a Optiplex 790 SFF running a 60W GTX 750 Ti with no issues. That would be the max card recommended for yours too unless you want to change the PSU.
Although, the new GTX 1050 Ti is now available that should also work on that 265W PSU. My 750 Ti is running on a small 240W Dell PSU. So your 265W should easily handle the GTX 1050 Ti.
