CPU fan only starts then stops. Graphics card lights up then shuts off. And mobo EZ debug says CPU is the problem. First boot.

This is my first PC build. After putting everything together I tried to boot for the first time but all that happend was the CPU fan spun for a second along with the brand logo on graphics card lit up but then turned off. I have a EZ debug system on mobo that is telling me it's a CPU problem. I checked all the power to mobo and the 4pin CPU power is connected along with the CPU fans. Also the case fans aren't working. Idk if my mobo is DOA or maybe there is something wrong with CPU. The solution may be simple since this is by first build. Thank you so much. Build below:
Intel i5 6500 (with stock cooler)
MSI H110M gaming
MSI Radeon Rx 470 4g gaming x
EVGA 500w 80+ certified white
PNY 240g SSD
Kingston HyperX 8g (2x 4g) DDR4
NZXT s340 black and red

EVGA 500w 80+ certified white --- HERE IS YOUR PROBLEM.
You got waaaay too high draws to power up that VGA...
Also RX 470 is one of the GPUS that more power draws this days... so you better be prepared for...
That PSU is Way to small. a 750W is recommended. Try the thermaltake of 750w G+ version.

No its not... he has less than 25% Wattage potency left on his PSU and its not cerfied and not a trustable brand...

Thanks for your responses. Could the people problem be a faulty PSU? I agree 500 W should be a be enough. And is it possible just for the 24pin connector to be broken since when it starts the CPU fan which gets power from the 4pin connector works, along with GPU which gets power from PCI Express. But everything like case fans that should get power from the 24pon don't work.

EVGA
500 W1, 80+ WHITE 500W, 3 Year Warranty, Power Supply 100-W1-0500-KR

This is the model. I agree I think the PSU is dead the fan from it never has started up and I'm sending it back today and hopefully they replace it.
