Coldest CPU cooler?

What is the the best/coldest production CPU cooler on the market right now I thought I had decent one it's h60 I get great temps at idle 25-30c but try and play BF1 and it's up to 85. Also if it's air cooler it needs to be tall enough to clear corsair vengeance pro in mid tower. I just want to finish this build and if it means buying snitherb cooler and switching to air that's Fine just gotta clear ram and give i7-4790k acceptable temps with full or half load. Thanks a lot in advance for any info or advice.

The coldest would be a shootout between the BeQuiet! Dark Rock Pro 3 and the Noctua NH-D15 for air.
For an AIO, It would probably be the Corsair H110 GTX or whatever the modelnumber of that one is.
Alternatively, the Cryorig H7 would meet your needs.
 
The CRYORIG H7 is better than your H60 and keeps my 4790K @4.6GHz around 59-63C playing BF1. It's a budget cooler but it's small enough that it doesn't hang over your RAM and it cools well enough. Keeps it under 78C running Prime95.

*Nevermind, not the coldest, but a good cooler nonetheless.*

I really like my Cryorig H5A Universal (my i7 6700k tops out at about 55-60c while gaming), there's the newer R1 universal though, and also the H7. It's not the absolute best in temps but they are very very close, and the RAM clearance features are great.

I have high profile Corsair Dominator RAM, and there's still a lot of room.

Oh you must be talking about how I asked more than one question well I can tell you I've been trying hard to get an answer for weeks and no one wants to answer it I've asked many different ways just can't get it done so this actually helped. Thx to you all.
By the way I'm a construction worker who just knows how to build computers somewhat and I don't know what spamming is.
