Ok so my dad wanted me to spec him a PC that can run PS CC as fast as possible (within a £700 or less budget). This is what I have told him to order but having read some reviews on other builds I am not sure if I have screwed up:

Case: Using current Coolermaster ATX with 550w Coolermaster PSU
CPU: Intel Core i7 6700 3.4ghz (skylark platform)
Memory: Generic DDR4 PC4 17000 32gb (2 x 16GB)
OS Hard Drive: Re-use existing Samsung Evo 850 250GB SSD
Scratch Disk: Re-use existing Samsung Evo 850 250GB SSD
Graphics: ASUS 2GB DDR5 GTX GT 750 Ti
O/S: Windows 10 Pro 64 bit

I personally think the above should munch threw CC but some people on DPreview.com say that you NEED a £500 graphics card etc.

Surely this spec is going to be fast enough ?

Build looks pretty good, although you will likely have a problem finding old 750 ti graphics card.
If buying new then go for the newer 1050.

You dont need an expensive graphics card. A nvidia brand card's CUDA cores will help with CC for sure though.

Now how big of files are your father working with?
If not bigger then 10GB in size then 16gb of ram is plenty. If you are not using large files and not doing a lot of re-rendering/filters on images then you could drop down to an i5 without seeing much performance loss.
