Low fps and gpu usage with GTX 970

Hi, first post here.

I have a 4GB MSI GTX 970 and I can't seem to run most games on constant 60fps, games that I should easily be running at over constant 150 fps such as Overwatch on low settings, where I usually get frame drops that get me down to 25-45fps. I've 8GB RAM, AMD FX-8320, MSI 760GM-P23 Motherboard and a 600W PSU I don't know the name of. With this setup I should be able to run a lot of high-end games at a medium or high setting on at least a constant 60 fps, but I don't.

I've also noticed that my GPU usage never goes above 40-45% on any game. I've tried on high-end games like ARK and GTA, and on lower games such as Overwatch and WoW but it never goes above it. My GPU temp is 45 which I think is lower than what it should be (i'm terrible at computers).

My main problem is that I don't get constant fps on games I should and I'm forced to play games on low settings if I don't want as many frame drops (I still get frame drops), or sometimes not play games at all because the frames are too low. My NVIDIA graphic drivers are up to date as well, and on the NVIDIA Control Panel the 'Power Management Mode' is set to Prefer Maximum Performance.

I can't even run CS at a constant 60fps. Help is appreciated, it's been like this forever but it's getting worse.

@burgessanthony is correct, that particular board doesn't support an FX-8320.

For that board, I would recommend getting an FX-8300 (http://www.tomshardware.com/reviews/best-cpus,3986.html), as it's on the supported list & isn't too far off of the FX-8320's performance (3.3GHz/core instead of 3.5GHz). They're running just over $100 USD right now.

What do you recommend I do? I can't really buy a new motherboard because I don't have that type of money cause I'm still in school.

Yeah that has to be the issue, I don't want to downgrade my CPU and spend $100 (which I don't have atm) so I think I will save up until I have enough money for a new CPU and a better motherboard (that can actually support the CPU). Thanks because now at least I know what the issue is.
