Random Frame Drops every 30 seconds-1minute

Whenver i play games, i randomly get 17 or lower fps for about 10 seconds when i play on 60, and then it reverts to normal. I don't really know what the issue is, because it also happens on the internet, sometimes streams take 10 seconds to load every once in a while rather than less than a second. These are my PC Specs http://prntscr.com/drypzi and these are my sensors going http://prntscr.com/dryq6d. I know it isnt the gpu because it is practically new, but cpu is sort of old, so i think it could be that. Usually happens on league of legend moreso than any other game, and i heard that game is CPU intensive rather than GPU. Thanks for any help!

Also when I stream, people say that the sound in the background bugs out kinda weird when the lag happens, if that has any relevance. Thanks for any help!
