When I try to power on my computer, it turns off instantly and the PSU makes a very quiet clicking noise.

I built my computer about three weeks ago and it worked pretty much fine for the most part. The only issue I had with it was that my motherboard kept saying my power supply was surging, but it hadn't been through a storm or anything that would cause that and I also heard that Asus Anti-Surge was way too sensitive and I should just ignore it. I disabled it and my computer worked fine for the rest of the day. The next day when I got home I went to turn on my computer, it would turn on, the power supply would make a very quiet clicking noise, and then it would immediately turn off. This also happened the day before but I just tried again five or ten seconds later and it was fine. I'm guessing my power supply is just defective but want to know if it might be something else. I tried reseating the ram and plugging everything back into the motherboard.

Motherboard: ASUS Z170-A
GPU: EVGA GeForce GTX 1070 FTW
RAM: Corsair Vengeance LPX 16GB 3000Mhz
CPU: I7 6700k
PSU: Corsair RM850x

I also did the paper clip test and the fan did not start up, but I didn't know if this was only because the fan on the RM series doesn't even turn on if it's on low load.
