Unstable and Random performance issues on 1500 $ PC

My specs:
Windows 10 64-bit
CPU: AMD FX-8320 8-core (not overclocked)
RAM: 8 GB Single Channel DDR3 @ 931 MHZ
Motherboard: Gigabyte 970A-DS3P
Graphics: NVIDIA GeForce GTX 970
Storage: 232 GB Crucial CT250BX100SSD1 ATA Device (SSD) , 931GB TOSHIBA DT01ACA100 (HDD)


Summary of most important issues i have with this PC:


If i perform/open multiple executions such as starting Google Chrome and and another software at the same time the PC freezes and becomes completely unresponsive for ~ 45 seconds.

Playing on ULTRA or LOW(Graphics settings) on games rarely makes a difference for the framerate. What makes a difference is how much is going on at the same time. For instance playing a game where maybe 8 "characters" are on the screen at the same time will 95% of the time give a smooth FPS, but as soon as more "characters" or "effects" starts happening on screen the framerate will be terrible. Perfect example is Battlefield 1: playing a gamemode where 24 players compete at the same time is fine, playing a gamemode where 64 players compete at the same time reduces framerate a ton.

This is why I think it has to do with my CPU, but i'm far from a PC expert therefore im posting this dull and long post here(sorry) to see if anyone else can give their opinion on what might be the problem as I don't want to replace hardware such as the CPU if that isn't actually the problem.

PS. CPU temperature is 20 Celsius in idle and ~40 celsius when playing games(such as BF1)

Your description suggests that the CPU is already running at full capacity (for games at least) which is why you don't see frame rate changes with different graphical settings. Frame rates tend to be dependent on the CPU.

However, that doesn't explain your description of what happens with Chrome. The PC shouldn't have problems running normal software like that. To me it suggests that something else is wrong.

First I'd suggest you check the PC for viruses and malware if you haven't already.

I would also use Task Manager to see what processes are running and whether you have issues like 100% disk usage when you haven't opened anything; basically, look for abnormal behaviour.

I would get something which monitors framerates, CPU usage...

I would get something which monitors framerates, CPU usage, GPU usage while playing games; something like MSI Afterburner. As I understand it Battlefield 1 can be quite taxing on the CPU, so it doesn't surprise me too much.

That should get you started on finding out the problem.
