No boot, Mobo light on, fans start for half a second then nothing, tested two motherboards and two PSU's yet problem persists

My computer was running fine until recently, however it started doing this thing where it wouldnt turn on unless I waited 45 minutes-2 hours, then it would start up again. So I figured it was a PSU going bad so I went out and bought a new one, a 750 Watt Cosair. Once installed now my computer wouldnt boot up at all, the motherboard light would stay lit but when I pressed power the fans would spin for a quarter of a second and then nothing. Tried out a new motherboard, swapped out my Asus z97-A for a z97-k hoping that would fix my problem. Nothing, lights on, fans spin for a half a second then stop. Took out my ram, changed the positions, cleaned them off and still nothing. Im at my wits end here I have no idea what the problem is.

Hardware list:
CPU: Intel i5-4690K 1150 socket
RAM: Corsair Vengence 16 gigs (two 8 gig sticks)
Old Motherboard: ASUS z97-a
new motherboard: ASUS z97-k
Heatsink: Cooler Master Hyper EVO 212
old PSU: Seasonic Gold 600 watt
new PSU: Corsair Bronze 750 watt
GPU: Nvidia 970 Windforce

I know, but I didnt have any spare PSU's to swap it out with and that was the only one being physically sold near me with enough watts, and that I could afford
