Whoever told you voltage differences is completely wrong.

They use the exact same SATA interface.
Yes, you can use a 2.5" laptop HDD in a desktop. Many desktop cases have 2.5" drive mounts included.

consider that ssds are meant to be installed in both desktops and laptops

the only difference between a desktop and a laptop is that the sata power cable on the desktop can give some more watts to the hard disk if it asks for it
