CPU Fan Slowing Down

My computer has recently been shutting off due to high CPU temperature and I've been monitoring it as a result. When I start up my computer and open Speccy fan rpm is at 1600 with cpu temp at 30°C but slowly goes down. I've realized that the fan rpm will drop to 200 rpm over time mainly while I play World of Warcraft (~30% Processor Utilization). When I close WoW the fan rpm goes back up and the CPU cools down.

CPU: AMD FX-8120 Eight-Core
CPU Cooler: Cooler Master Hyper 212 EVO - CPU Cooler with 120 mm PWM Fan
Motherboard: ASUS M5A99FX PRO
PSU: APEVIA ICEBERG ATX-IB680W-GN

I don't know what specs are needed to solve this problem so I put these 4. Let me know if anything else is needed. Thank you in advanced!

Edit: Gonna also add that it feels kind of random when it happens. At the moment for the past hour I've been playing WoW and watching videos on youtube along with some other programs open (65% CPU utilization) and I'm at a steady 1300rpm on the CPU fan 44°C on the CPU. I don't understand what's triggering the fan to slow down.

I presume the 212's fan is plugged into the CPU FAN header.
Could be the board's BIOS malfunctioning. Could also be a defective fan motor. My hunch would be the fan motor. Do you have C1E and C&Q enabled in BIOS? If so, disable them and see if the fan stays at full RPM. You might also want to set Win Power to performance.
