What is a good RPM range for a 140mm fan?

I'm looking for new 140mm fans to replace the 120s I have in my case currently and I'd love noctuas but I'm a broke college student so can't really spend the $ on that. But anyway to my question, the noctuas have a max rpm of 3000 and the fans I was actually considering have a max of 1000 and I'm wondering if that's still considered a good max for 140mm. Or am I wrong and it doesn't matter a whole lot?
 
I wouldn't worry as much about rpm's specifically. More important is airflow (cfm), noise (dba) and if the fans have to pull air through a filter or push air past hard drives or anything to some degree static pressure will have an impact. I'm not sure if you're looking for 3pin fans or 4pin pwm fans.

For about $16 there's the noctua redux, they come in two tone light/dk gray vs the earthtones and use the older sso bearing rather than the sso2 but they still have a 6yr warranty. They don't come with any voltage reducers or low noise adapters, just the fan and 4 screws but they're solid quality fans and usually a bit less than the standard noctua fans.

Hopefully something in there will be within your budget, they all offer decent airflow with minimal noise.

I should have specified that I am looking for 4 pin fans but those Rosewill look like they could be a good solution, thanks for the help!

Generally for a pwm fan a range of @20% - 100% is decent. Any decent fan at below @800-900 rpm is seriously quiet, but at the sacrifice of some cfm and sp, according to the fans max speed. For instance if a 1000rpm fan is pushing 900rpm, it'll push most of its max rated cfm/sp, whereas a 2200rpm fan at the same speed won't push much at all. The better made fans like Phanteks, Noctua, Cougar etc tend to find a better balance of speed vrs noise vrs output
