If you plan on a later cpu upgrade go with a skylake or kaby lake i3. That way all you will need later is a cpu(i5 or i7) and not cpu, ram, and motherboard.

Windows will need reinstalled with the new hardware and if its an OEM copy then you may also have to buy a new license.

Zero chance I'd build any AMD rig right now. It'll bottleneck the hell of out a 1070 in many games. I'd rather buy a 6600k/z170 setup with a 1060 and upgrt the GPU later. Much easier and will actually be worth money. Once Zen drops the price of an 8300 setup will go to basically zero.
