I'm trying to build my first pc, and I was using pc part picker but I can't seem to get my pc build under 1100 for the things I want in the pc. I open to suggestion and build idea on what to sacrifice for this build. Also I don't mind going over 900 just not over 1000.

I would only swap your GPU and maybe CPU.

CPU: i5 7600
The GPU that you picked is kind of old already...you can get a better one for less money that is also more power efficient.

You don't really need 16GB of RAM...you can always add an additional stick later.
You can chose a different case to, just pick one that has some fans in it...or you'll have to buy them.

The 3gb version is pretty under powered compared to the 6gb. In that category the rx480 4gb is cheaper and better.
But it will be more beneficial in the long run to go with this setup and add a ssd 3-4 mnths down the line, or whenever its possible.
