If you "must" max every setting and "must" never see a fps decrease ever, and you have a 6700k as a processor.... Then yes. If the first parts of that aren't true a 480/1060 will do the job

if you talk about 1080p resolution, you don't have mention about gtx 1070, because rx 480 or gtx 1060 could do it too at high setting even max setting... different story if with 1440p.
If you always want to max everything in heavy AAA games on FHD, while keeping at least 60 fps (especially on 120/144Hz monitor), GTX1070 is definitely a yes.
