CPU Overheating from 70-80C idle and 95-100C on light load HELP!

My brother built a PC about 2 years ago and took really good care of it but recently he got a new PC and gave his old one to me. I've had it for a while but i have been seeing some major CPU temps recently and i need some help with it.

My CPU is an Intel i5 4960k and a GTX 780 DC2, cooling the CPU I have a Corsair H75 Liquid Cooler cooling to down, but it doesn't seem to be doing much. The CPU temps have been reaching 95-100C on a very light load. and even idle it seems to be getting excessively hot from 70C to 80-85C.

I have tried applying new thermal paste onto the CPU and completely cleaning out the CPU cooler as well as all of the fans in the system, my brother said that it sometimes got hot when he used it, maybe like 60-70C on a heavy load, but he said he never reached the temps that I am getting now, he said that having 70-80C is insane for an idle PC to be that hot

I really need some help with this PC, I can't afford to buy a whole new PC but a few new parts might not be that bad

Assuming he didn't forget to remove the plastic cover from the water block's copper base (check), put your finger on the water bock while it's on and feel if there's vibration. If there isn't, and the pump is connected to a fan header, then the unit's pump is dead.

Yes, there is a vibration, but it is very slight.. What does that mean?
