6700k throttling in prime95 at stock speed?

I launched prime95 and ran the preselected test. During the first phase of the test there were no issues (temperature on all cores was around 60C), however, after a few minutes when it began executing different workloads (or whatever prime95 does) the cpu usage started fluctuating between 25 and 100% (frequency was changing). The temperature reached around 70C so the cpu shouldn't be throttling. I then ran aida64 for 10 minutes and there were no such spikes in usage with temp being around 70C at worst. Does anyone have an idea why the dips occured in prime95?
Picture - This is what happens as soon as CPU hits 70C in prime95 continuous self test. Multiplier drops and goes back up again (cpuz didn't refresh the clock speed on the screenshot because I took it too fast). I stopped the test when it started doing that, but there were no errors reported by prime.

It is not a cooling problem. Bequiet pure rock slim + 3 120mm case fans :) It is either VRM overheating, CPU reaching max motherboard TDP or prime95 not working properly.

I downloaded the version 26.6 and it seems to work fine although the temps are slightly lower.
