What cause this coil whine problem?

So I have a coil whine problem. My GPU starts making noises when I play games that will reach high fps. I already sended my card for RMA 3 times and it still won't solve anything. I aksed someone else with the same MOBO and GPU but he doesnt have the problem. I looked around on internet and people mostly get different noises when they look around in games, but I don't really have that. My first GPU was quite first. When I played a specific game it doesnt make any noise, but later it did. When I was checking my PSU stats I didn't saw anything special.
Is there someone that can tell what can cause it? Can it be my cheap PSU?
People told me it could be my screen/cable that I use. For now I use a TV (an old one). I also tested on a new TV from Samsung (smart stuff tv or something xD) and I still have the same issue. Can it be that I have to use a monitor instead of a TV?

MOBO: Asus Z170 Pro Gaming
CPU Cooler: Cooler Master tx3 EVO

Solution
I haven't had a failure due to coil whine but I do not know about others.
I do know that a new PSU has solved my coil whine issue and others have reported the same. Not everyone had luck ridding themselves of coil whine by replacing the PSU, it still exists to some extent and they live with it.

How can I check if its my PSU?

You cant, the best way to check if its your psu is to try a diffrent psu. If you really want to get rid of coil whine and RMAing the card three times didn't work, thats where I would start. Sharkoon is known to make some pretty terrible psu's.

Try a different PSU.

I had coil whine on my 390X and swapping out the PSU solved the problem. The PSU I replaced works just fine but it wasn't up to the task of delivering clean power under certain load conditions.

So when you got coil whine gpu with a PSU and u swap PSU your gpu wont probably whine anymore? Can it be permanent damaged (coil whine)?

The new PSU solved it. It also solved a problem I had earlier.
There is still some coil whine left but I only hear it with the side pannel of. With the pannel on you won't hear it altho I only have this with some older games where I get extreme fps.
