CPu usage high without any Reason

My CPU is going to 100 percent usage while playing games such as csgo or H1Z1 and my SVync has to be turned on to play any game without it the game tears a lot which I shouldn’t have to do
My games seem to go to 100 percent CPU usage as I lay making me tear and lag for about 5 second intervals. Then it proceeds to stop for maybe 5-15 seconds and it continues. This problem has been occurring over all my games in Steam and games not associated with it. Furthermore my idle CPU is about 15 percent usage. I currently play on a Toshiba laptop

16gb of ram
64 bit operating system
1. I have defragged my disc
2. Reinstalled the games and steam multiple times
3. Cleared my system log cache
4. Restarted
5. Power settings on the highest setting
6. Checked for malware and Viruses in my computer
7. Cleared the history and cache of my browsers
I have tried everything is there any way you guys can help I have tried my best with it but every game lags on the lowest settings which I shouldn’t be with my specs

Open up task manager. Look to see what's using a high percentage of the cpu. Once that's known, something can be done.

You do realize that the i7 is a dual core processor that was basically designed for notebook and tablet usage, not really for a laptop and at 15w it's not really going to have much power to it at all.

H1Z1 is kinda cpu heavy, so it's not surprising it'll show higher cpu %, but not every game is that heavy, so cpu differences should be noticeable

Only other thing I can think of is there's an option I believe in bios, but could be Windows, to restrict the TDP to 7.5w, further killing processing power. Look in bios for any Eco settings. Might want to disable some of them
