EXTREMELY slight flickering on my monitor when on dark screens

SO I had some major graphics problems like a week or two ago that I had fixed by booting my pc from a usb with windows iso lfile and using repair my computer to restore my pc back to a restore point. After that, I had problems with my games that caused lag and stutters (things I never experienced before this) but I fixed most of that by reinstalling my drivers using ddu in safe mode. Mostly everything is good now but I still experience extremely small stutters here and there (for no reason) and the most weirdest thing is that on darker screens, sometimes even darkish blue, I will notice my monitor flicker. It's unnoticeable on light screens but games that are naturally darker like skyrim, I notice it a lot and it's driving me crazy. I don't know if it is my monitor or my graphics card but I need some help.

Graphics: MSI RX480
CPU: i5-6500
Mobo: MSI b150 PCMATE
16gb ram
asus mg248q monitor

Recently, I have had some issues with my wifi extender (my pc is hooked to a linksys re6500 via ethernet for internet) and every now and then, it would stop working like it is supposed to. Normally I get 90 mbps download speed but it drops to 10 mbps pretty often. I notice that when it drops to 10 mbps, I have severe ping in my games. To fix this, I go to my extender's setup page and I reboot it. After rebooting it immediately goes back to above 80s and my games run fine. Just putting this out there because it may help. Anyways, it is appreciated if I could receive some help. Thank you!

So, after having the exact same problem, a slight flickering of light but only when on dark screens, including while playing games or watching a show. (Interestingly, this only happens when something dark is *moving* on-screen).

I spoke with Nvida customer support for about an hour, installed a differnt driver, all we could figure out was this this issue was -not- being caused by the display of the monitor, or the driver. (I was able to record my screen, and the flickering was visible, which means that if it was captured, it can't be related to how the monitor is displaying the picture)

Basically, they recommended taking the graphics card out and put it in again. Will let you know how that goes.
