Solution
You've already been told how to fix it - - you need gigabit-capable network equipment.

You need to install a a gigabit-capable network card and buy a router/modem with a gigabit port (if your current router/modem doesn't have one.

If you are on a 10/100 connection that would be why you are only pulling 9.1MB/s. You need to be a on a Gigabit connection (100/1000) or above 10MB/s (or 91.5Mbps). 100 Feet isn't enough to cause the cable to drop to 10/100, you need to triple that distance to become a problem.

then how do i fix it

If a different cable runs at over 200m then the 100ft cable you have is defective in some way. In almost all cases it is one of the ends that is just slightly not making proper contact with the wires. For most people it will be easier to just buy another. Maybe you could return the cable if it is new.

If you had the proper tools and the ends you can replace them but if you have not done it before you likely will do it wrong a bunch of times while you learn.

The ad for that cable is very strange like they cut and paste it out of a cat6a description. Cat5e can not run 10g...it might as extremely short distance...so it is strange they talk about that.

Also the wire says it is 26 gauge. That is not actually part of the standard they try to claim their cable meets. The wire must be 22-24, 26 is technically too thin. Now there is a exception for short (which it not defined) cables that you can use 26 gauge wire.

I really hate amazon lately there is so much fake ethernet cable. At least this is not copper clad aluminum which has massive problems with longer cables.

At my work we run cat5 300+ feet in each direction without any problems getting a Gigabit connection. It is possible to run at lower speeds if the cable is crap, but at 100ft, even a cheapo will work fine providing 40Mb/s.

Since your connection says 10/100 (screenshot), my guess it is either the computers port is 10/100 or the router your connecting to is.

I'm not sure why the installer didn't notice this, however they tend to try and leave as fast as possible.
