I've read a lot of the guides on how to do this and it appears people are able to get a stable overclock at 4.2 GH or even up to 4.5.

Meanwhile I'm only able to max it at 3.5 GH while setting the voltage to 1.5. Any lower on the voltage and it will freeze during a game.

I'm curious what steps I should take to maximize my overclock since the traditional steps in the guides don't seem to work for me.

I disagree. you can build a decent system well under the price you quoted and upgrade on a yearly or 2 yearly basis,1 gpu every 2-3 years and a new cpu motherboard ram every 4-7 years. you don't need to spend a fortune on your computer.
I spend 450 dollars in 4 years then another 550 dollars in 8 years and I'm currently rocking a amp extreme 1070, a 3770k and a ud5h with 16 gig. my next upgrase is a cpu and motherboard and ram in about 1-2 years time that ll be about 600 dollars.
this system is overkill for a 1080p screen...

realistically if this MOBO can't overclock I'd want to get a new one anyways. WIth a new chip. Damn computers are way expensive :(
