i7-7500U 2.7ghz or 3.5ghz ?

It's a dual core with turbo boost to 3.5ghz but base clock of 2.7ghz.
Single core frequency should be 3.5ghz.
The base clock of 2.7ghz, is it achieved with :

2 cores + 2 hyperthread cores ,like an i3(without turbo boost ofc)?

OR

Or just 2 cores@2.7ghz ,like a pentium cpu ? But that kind of transition seems weird.

turbo boost is always applied in one core when it is sufficient to handle current task by one core by boosting frequency and putting the other core to sleep. It is stated by Intel officially. And What goes with Thread is not known clearly, Thread is a virtual concept, OS utilizes the hyper threading when possible and in which program take advantage of hyper threading .
