i5 4690k high CPU usage.

Hello i have had a problem with my computer for months with my computer hitting 100 on non intensive games and when idling and on you tube. I have tried every thing, reseating the CPU, reapplying thermal paste, formatted both my drives twice (on WIN 10) I have RMAed my CPU and it happens with the new one and with a old i5 i borrowed of a friend, what could it be causing this? Also all process seem fine it is only the foreground process using the CPU which could be chrome or any game i have been playing. Someone told me it could be my mobo but im not sure, a few months ago i had frequent power cuts that could of damage the hardware. CPU: Intel i5 4690k 3.50ghz Ram: 2 x 4gb Corsair 4gb 1333hz Main SSD: Samsung EVO 850 120gb Secondary HDD: 1tb WD blues Mobo: Gigabyte Z97P-D3 Gpu: GTX 1060 6GB Any help is appreciated.

Being at 100% CPU usage doesn't mean that his CPU is performing better than yours, you could have less cache or something but I have about 45% CPU usage when watching youtube on an i5-4690k and usually 100% usage in games like The division, Battlefield 1, Battlefront, Rust. You should download a benchmark program and if your CPU is better than you should beat him, usage doesn't make a difference

Ok that is true but even with everything closed i a lot of games still run hit 100 CPU usage such a Grand Theft Auto V and HITMAN 2016, my friend with worse CPUs get better performance than me.
