Computer keeps turning on and off until HDD light comes on

So I built this computer back in the summer of 2015, and I never had this problem, but recently, every time I turn the computer on, I have to wait through many cycles of the computer going on and off until all the components in my case turn on.

What I noticed is that when I initially turn on the computer, not all of my components are running immediately. For example, one of my fans do not turn on until about a second later, but once that second arrives, the computer shuts off immediately.

So when I turn the computer on, everything seems to be running immediately except my HDD/SSD and one of my fans. I continued monitoring and noticed that the computer does indeed shut off IMMEDIATELY after the HDD light and fan light (the one fan that doesn't turn on immediately) comes on. And it takes a while before those two lights become stable so the computer can successfully boot up.

I don't know what's causing this. My first guess would be the PSU, but 750W were more than plenty for my build. Is it dying? I've only had it for a year and a half.

Build:
Intel i-7 4790k (Overclocked at 4.5 Ghz)
Coolermaster Nepton 120XL
Zotac GeForce GTX 970
WD Blue 1TB (Two of these)
Gigabyte GA-Z97X
Samsung 850 EVO 250 GB SSD
G.Skill Trident X Series 8GB (Two of these)
Rosewill ARC-750W 80 PLUS Bronze Certified
NZXT S340 Black Steel ATX Mid Tower Case

Fans:
Corsair Air Series AF140 LED Quiet Edition (Two of these)
Corsair Air Series AF120 LED Quiet Edition
Noctua NF-F12 PWM Cooling Fan

Sounds like a bad psu or the power cable to it yes because it has to be a good power cable and not just anything. or something is shorting out on motherboard or cpu or psu wires. Look for swelled capacitors that should be flat on top or plastic is melting off the top showing overheated condition. You were probably using generic windows drivers too olD. Update from manufacturer or find a free driver updater! Then update windows over and over- this goes for any new installation of Windows on any laptop!

i would unplug the hdd and that fan after start system to see how it does in boot ok had the fan only and retest do the same with hdd without this fan plug in one of those could made a short in power system . the other thing revert overclock to default you could be to high then restart it up slowly until system boot without issue .

Thanks for the suggestions.

My first guess was correct. I noticed that right after successfully booting, one of my fans on my coolers were not running (just slightly moving). Later on, I noticed that this was fan running. And since the fan is hooked directly to the PSU, it's definitely not the motherboard.

From this, I can tell that my PSU is either too weak or is dying. It's a 750W, so I may have either miscalculated my wattage, but I don't even have that many components, let alone an SLI... or it may just indeed be dying. :(
