LEDs and PSU fan turning on, but that's about it. No beep, no monitor feed and no other fans spinning

A day after my ethernet cable was accidentally fried (the burnt point was nowhere near my computer), my computer decided to stop working entirely.

When I turn it on, only the PSU's fan turns on and the LEDs in the case. My case fan, CPU fan and GPU fans do not power up. My monitor doesn't get any feed and my keyboard and mouse don't power up.

A few days prior to this malfunction, it was playing up. It refused to turn on at all, so I waited a bit and sure enough it powered up and booted Windows 10, I was in for about 3 minutes until it randomly turned off. After that I realised that the particular socket in my surge protector must have become faulty so I fixed the issue by changing which socket it is plugged in, which worked, until now.

I have tried to do some research on this, but all the results turn up as the fans are working, which mine aren't, just the LEDs and PSU fan.

If any of you have a theory or solution to this issue, please write it down below. And feel free to ask me more about the situation if required, I feel like I haven't given enough information.
 
Solution
Try the paper clip test and see if a fan connected to the power supply does spin.
If it does,then it might be a faulty motherboard.
