Programs Affecting idle/max GPU Clock Speeds

I've had a look around and cant seem to find anyone else with this problem. But when i have a program open such as iTunes/google chrome (only seems to happen with Facebook open) my clock speeds jump from 300mhz core and 150mhz mem idle, to 501mhz on the core and 1250mhz mem. No matter what gpu usage or what i run, game or benchmark software, the clocks will stay at these frequencies. With these programs closed, running a game or BM the clocks jump to the set frequencies of 1170 core and 1435 mem which have been set using afterburner and also the radeon software. I have been running this oc safely for over a year with no problems until now. Only change would be either a driver update or windows 10 update. Tried completely uninstalling/reinstalling afterburner and AMD drivers with no success. Anyone had this problem/know of any solutions?
