Help figuring out power switch pins

I just bought a dell t3600 motherboard, and I am making a system to use the cheap xeon 2670. I have assembled it outside of the case, and I am trying to power it on with no success. There is a 28 pin connector with 1 pin removed that is labeled "frontpanel_usb1" and all of the online manuals say something similar. There is nothing printed on the motherboard or any pinout information in the manuals. I have tried shorting out the pins with a screwdriver with no pair working. However, the power supply fan and my cpu cooler fan (plugged into power supply, not motherboard) spin for part of a second when two of the pins are bridged. Clearly the motherboard is sending some sort of signal to the power supply, but it isn't starting the system. I have tested the power supply.

I am wondering if anyone could help me with the pinout of this 28 pin connector, tell me how to determine which two pins are for the power switch by using a multimeter or some other method, or tell me if these are the right pins and something else is wrong with the system.
Thanks.

it might be that the dell board need always on/off switches, not the momentary bridging of the pins

while rummaging i did fine these threads

you could also try to search dell front panel pinout on google. Not much time for me now as im still a student :(

also from my research,it contains the basic front panel and a usb 2.o bock style. The blocked pin should correspond to the usb, which cuts down the guessing work

or else it should be the middle two

Hmm, I knowing that that part is the usb would narrow it down, but I think at this point I will just order the whole front panel from the machine. They are a lot cheaper than I thought. Anyway, thanks for your time and help.

did the front panel was enough to make the mother board work outside the case?

I had the same question as the @bludragon05 did your motherboard starts with just front panel?
