My PC doesn't seem any faster after upgrading from dual core to quad

How are you measuring this "speed"? There should be very little difference for everyday tasks like browsing/etc but it certainly shouldn't be any slower..
Honestly, for a pc where you do this kind of tasks a more worthy upgrade would've been a SSD drive. That would make loads times on everything (which i assume is the speed you're referring to) significantly smaller.
