Keyboard and mouse won't work at login but work in BIOS

So I just installed my new GTX 1060 and all of its drivers and such and it works fine. After I played some ArmA 3 I turned it off. When I came back to my computer and turn it on, I found that I can't log into my computer because my keyboard and mouse don't work. However, it works in BIOS and in System Recover mode, but not safe mode. I'm running windows 8.

Amd Fx 6200
10 gb ram

I'm using a Razer Blackwidow Ultimate as my keyboard and I've already tried using the mouse and keyboard that came with the desktop as well as trying different USB ports

It's a desktop so yes the PSU is working, the Mobo seems to be functioning. I've already tried restarting it several time, I e already tried booting into safe mode but couldn't get past the login screen because my keyboard didn't work, I have no option to restore to a previous point and I've had no luck so far with BIOS or system recovery. My pc is a HP Envy H8-1534 except I recently replaced the HD 7570 with a GTX 1060.

I do not. Would there be a work around? Could you also suggest a possible reason this predicament occurred?

the reason i asked about the batteries was b/c many people have wireless keyboard/mouse so that could be a possible reason... i also used to occasionally have issues with my logitech G series usb keyboard where it would stop being recognized on log in, reinstalling drivers fixed it, but... i had to use a very old dell OEM keyboard with the purple PS/2 connector to get up and running... so.. needless to say, i still keep a couple of those in my closet of parts... you have your keyboard plugged into the back of the computer and you've tried several different usb plugs?

I do not have a ps2 keyboard or connector and I've tried all four of my USB 2.0 slots as well as all of the USB ports on my USB port hub which is also all USB 2.0 slots
