CPU running hot but fan will not increase speed.

So I finished building a PC about a week ago. I built a few computer, but this one is giving me a big issue. My CPU temperature is running around 36C on idle. When I watch a video online, it starts to rise way above 65C. I am to scared to play games on it because of this issue. My CPU fan only runs 1300rpms at low to 1500rpms max. I updated all my drivers and even updated my bios. I reapplied thermal paste twice. I really want to play games on it, but if it runs 65C on videos it probably will overheat on games. I used HWmoniter & Fan Speed to moniter the temperatures. I feel like the heatsink that came with the fan is broken, but I am not sure. I am not a professional at building computers just a novice. ):

your cpu will automatically clock down if it gets too hot.
Try recording your cpu temp and fan speed when running wprime or something.
I use openhardwaremonitor which records the current, minimum and maximum values of cpu temp, speed, and lots of other sensors.

I believe I have done that. I went to my bios, advanced settings, monitsr, then fan control speed. It has options were I pick manual, quiet, normal, turbo. I tried turbo it didn't make it go any quicker. I haven't attempted manual yet.

When I was downloading a game I monitored my temperature values and fan values.

CPU
Low 38C High 77C
CPU Packet
Low 36C High 72C
CPU Fan
Low 1400RPM High 1450RPM

It eventually got to hot my PC shut itself down.
