Stuttering across multiple games. PLEASE HELP. (Changed thermal paste, new 1070, reinstalled Windows, liquid cooled CPU)

Recently, I have had stuttering in almost every game where it is super noticeable and is starting to bug the heck out of me. It started out as crashing until i used thermal paste on my cpu (but i really shouldn't have had to since i just upgraded from the stock 4790k's air cooler to a Corsair H60 about 4 months ago.) To add to the sauce a lil: I just upgraded to an EVGA GTX 1070 SC a week ago, just about around the time my stuff started acting weird. I will post my specs and then i will post the steps i've taken to troubleshoot.

Hardware

-Motherboard: Gigabyte Z97-HD3 -CPU: Intel 4790k (No OC) @4ghz -CPU cooler: Corsiar H60 -Graphics: EVGA GTX 1070 SC edition -RAM: 8gb Crucial Ballistix Sport 1600mhz (I started with 16gb, but downgraded during troubleshooting to just use two DIMM slots) -PSU: (New) EVGA 700w 80+ Bronze -Primary storage: 1tb mech -Secondary storage: 240gb ssd -OS Windows 10 Home 64 -Monitor: ASUS VG248QE @144hz


Troubleshooting

-Reinstalled windows -Thermal Paste on CPU -Switched out RAM and tested one by one, left just two sticks in -Updated Motherboard BIOS to latest version found on gigabyte's website. -Heard about EVGA's issue with the thermal pads and bios, you are able to check your gpu's serial number online through EVGA's website to see whether or not your card needs the fixes. Mine did not. -Using nvidia's latest driver for the card after Windows install. -Seated PSU cables again and even changed the 8-pin connector on the GPU. -Have set all power options to high performance and single display performance, other than that Nvidia control panel settings are set to global default. -checked voltages in BIOS and they show healthy. -Temps are stable while benchmarking and gaming -Wired connection with a solid 50mb connection -tried fast-sync in Nvidia's control panel. -tried using older video drivers.

This all felt like it started happening when i upgraded the card to a 1070. i will be gaming at 1080 with excellent fps at 144hz and then there will be little microstutters occurring here and there and will just bug the hell out of me. Thankfully EVGA is already willing to let me exchange the card...but i hate not being able to play hahaha.
If you guys need any other information please let me know. I am looking for some sort of fix to this issue whether it be software or hardware...asking is kindof a last resort for me. PLEASE HELP INTERNET.

I'm not sure if it applies in this case but there is apparently an issue with 1070's and Micron vram causing problems. A few manufacturers have released updated bios for their affected cards, I'm not sure if evga is one.

You could check the vram manufacturer in gpuz, if it is micron rather than Samsung that may be the problem, and a replacement card may have the same issue.

UPDATE:

I have removed my mechanical and installed a 120 gb ssd just for my OS, and went ahead and installed windows again...

so that is two ssds one for my OS and one that has two games on it GTA and Siege.

I also went ahead and replaced the RAM just in case. so that is two sticks @ 8gb 1600mhz

the issue is still there...I'm wondering if the PSU would be the problem...however it is somewhat new...actually installed a week before the new GPU.

I'm a little iffy on sending back the GPU due to down time, and because I've never seen this problem before relating to the stuttering.

idk what I should do next...not too stoked on buying more hardware...

Let me know if you get this fixed... I have had downtime to the degree of not being able to game for more than 1 year. I posted a new thread, but no replys yet. my issue is stuttering is random and only lasts a few seconds each time. I have a different build than you. I am amd with an fx8350 and i have used 2 different gpus (r9 380 and gtx 1060) not at the same time of course, but to rule out gpu problems. i am only guessing, but i think mine occured after a windows 10 update more than a year ago. since then i have gone back to 7, back to 10, back to 7 again, still no fix... If you fixed this, let me know what you did, so i can try it. You can see my post to get more specifics as i did list all the steps ive done so far to try to weed out the problem. dont want to intrude on your post, but if mine will help you... go for it.

UPDATE: I do plan on purchasing a bigger and higher rated 80+ PSU next week. I will post results then. Assuming it is a PSU issue due to mycurrent being a 700w Bronze rated. I'm guessing the gpu is not getting enough power from time to time while gaming after a long time.
