What should I expect from this upgrade?

Hello! I built my gaming PC during summer 2015. I used an amd 6350 and an r9 290. It usually hovers around the low 50s in demanding games like GTA 5. I'm considering upgrading to something much more powerful this summer, like an i5 7600k or an i7 7700k (not really interested in the new amd chips). This way, I will be future profed (CPU and mobo wise) for the next few years, and I can focus on getting a new GPU.

My question is, do you think the i5 or i7 will push me up to 60fps in most new games with the r9 290, or is the r9 getting too old to run ultra settings on more modern games? I'm playing at 1080p BTW.

The difference between any FX based chip and a modern I5 will be quite an upgrade;
An I3 6100 is roughly the same as an fx 6300, you own a 6350 which is basically the same chip;

If your thinking of upgrading to a Kaby Lake based processor you will see an increase in performance by quite a margin, the Intel based CPUs in Kaby Lake have much higher single core performance, and in gaming should easily edge out the Fx, you will easily be able to achieve higher than 60fps as the R9 290 is still a very solid performer, if you are doing anything like video editing etc, you will also see a fairly large increase over your Fx series processor, as AMD cores are much weaker than Intels generally, and even though the Fx has 6 cores, over say the I5...

The problem is, I don't know how to test for a bottleneck. I'm about 90% sure its the CPU because I see people with higher framerates on YouTube with the same GPU different cpu.

To conclude, buying a new 7th Gen Intel processor should wield you a much higher performance and should boost you to that 60 fps you desire, these processors will be future proof and you should squeeze lot's of performance out of them.
