The GTX 1070 is "only" 40% to 50% more powerful than the GTX 980. When I upgrade my graphics cards, I usually go for at least 100% improved performance.

If there are many games where you run at around 40 fps now, and you would like to maintain 60 fps, it could make sense. If you manage to sell the GTX 980, then by all means go for it if this is what you want.

And to answer another question you had: The 1070 uses less power than the 980, so no problems there. If you are wondering about a performance bottleneck, overclocking your 4690k to 4.2ghz should be unproblematic with that cooler, though I do not know how it would perform at 4.5ghz.
