Specific game .exe won't run

I play Lineage 2 High Five at a L2J private server (it is VERY important to emphasize that, even though this is not the official server, L2J servers are NOT illegal, since they only modify hosts files and not the client itself. If you are a moderator I kindly ask that you please research the topic thoroughly before locking the thread). However, all of a sudden, the game simply stopped launching.

There are 2 files I could use to launch the game, one is the game .exe itself and the other is the updater, which, in turn, launches the game .exe once you click "Start". However, neither .exe file will open, no matter what. When I click on them, the mouse icon quickly changes into the "loading" icon, then back to normal. In Task Manager I can see that two processes named "COM Surrogate" quickly appear after trying to open the files, but they disappear just as quickly and nothing else seems to happen.

I have already deleted the file dllhost.exe that is responsible for COM Surrogate and gotten it back through "sfc /scannow" in case it was infected and preventing the game from opening, but nothing changed. I have reinstalled the game and the patch several times, and nothing helps.

The strangest thing is that Lineage 2 opens perfectly if I don't install this server's patch, or if I install another server's. And I'm the only person in this server to have this problem, so their technical support is unable to help me.

It seems to me my computer is somehow intentionally blocking these files, but I completely uninstalled my anti-virus and nothing changed. I tried renaming the files to see if it would work, but it didn't. Is there a way I can change them enough to bypass anything that might be blocking them but without changing their functionality? Or how should I proceed? I am really at my wit's end.

I have an Acer V3-571-9423 (i7-3632QM, 2.2GHz, 6GB RAM, Intel HD 4000) laptop running Windows 8.1.

Yes, I have checked and the processes do not appear. The only processes that do appear after trying to launch the .exes are two instances of a process called "COM Surrogate", but they quickly disappear.

Both SmartScreen and Windows Firewall are disabled.

However, I did find out the updater DOES run in Safe Mode. What could cause it to be blocked when not in safe mode? Also, clean booting according to these instructions did not work: https://support.microsoft.com/en-us/help/929135/how-to-perform-a-clean-boot-in-windows
