CPU too powerful? Throttling? Advice needed!

Bought a new mobo and CPU A couple weeks back and since have been having issues with fps across all games, CSGO runs at 90-150fps for a while until CPU warms up then a 5-10 second stuttering with 20-30 fps occurs, WoW running between 20-40 fps in heavy environments overall in minimal settings.

Upgrades have been an AMD FX8350 with a a rock 990 extreme3 motherboard

other indications something inst right is that my CPU seems to be working harder and the fans are louder... here are some other readings...

Apply new thermal paste for your cooler. Your thermal margins are way too low on close to idle. I expect that to be in the negative on a full load indicating overheating. Thermal margin should be above 20 deg on a full load.

To find out what is throttling, we need to see the temperatures while you are playing; right before or during the lagging. But you say you upgraded to this? The CPU came out almost 5 years ago. It doesn't have a lot of single-threaded performance, and it also runs quite hot compared to recent offerings.
