Upgrade or complete rebuild?

Hey, guys. Checking for advice on what to do with my system.

Currently, I have the following:
i5-3570k OC to 4.6 (running about 15 degrees hotter than it was brand new)
240G Corsair Neutron GTX
24 GB Crucial Ballistix DDR3-1600
GTX 680
and about 5 TB mechanical.

What I'm wanting to know is if it would be smarter to just replace the 680 with a 1070 and replace the SSD with a 1 TB Samsung EVO or if I should rebuild the entire system.

For CPU, when running Chrome with 15 tabs spread among 4 windows, three of those tabs being Flash/Unity/WebGL games, my processor usage tends to hover around 80%.

I get the feeling the decision whether to just replace the graphics or build a new system is down to the performance of the CPU. Upon initial build, it'd hit 80 C running Intel Burn Test. Now it tops out at nearly 100 C. Fairly certain that's age of the processor in addition to the 40% overclock.

Anyway, all advice welcome! Thanks!

Solution
Look at your idle temperatures.
You should be seeing 10-15c. over ambient if your cooler is still mounted well.

No need to be premature on the cpu.
Expect the new Z270 motherboards to take a bit of time to get the bios sorted out.

See how you do with the ssd and graphics card.
They can always be moved to an updated cpu/motherboard.
What is your cpu cooler?
Over time, the thermal material can lose it's effectiveness.
Try remounting the cooler.

What is your case? Is it dusty?
Any cooler needs a good source of fresh air.
Do things go better if you take the covers off?

I would do the graphics card and the ssd first; they can be easily transferred to a later upgrade/rebuild.

agreed, just what he said

CPU Cooler: Noctua NH D14 with Arctic Silver 5 as the thermal paste. The case is a Phantom 410 without the side panel on.

The CPU cooler has not been removed since the time the unit was built, approximately three and a half years.

Will give this a shot when I get home from work to see if temps change.

You still think the 3570K is a good enough processor that a rebuild is unnecessary? That's the main thing that's making me wishy-washy. Regardless GPU and SSD are getting purchased first.

Hi, guys.

Took apart the machine to clean it out last night and am currently testing 4.8 at 1.35 volts. After 2 hours of Prime 95 Small FFT I'm getting 80 degree temps. Much better than it was. My chip doesn't like going over 4.8 though period, even tried 1.5 volts on 4.9 and it bluescreened with a watchdog timeout.

well then that's your sweet spot 4.8
