Incorrect core speed fx-8350

The math adds up... 200MHz x 17 = 3400MHz. The program got that much right. The question is why is the multiplier so low.

Please go into BIOS and do a Load Optimized Defaults. Save changes and reboot into Windows. This probably won't solve your problem, but it'll give me some insight as to what might be causing your issue.
 


I feel stupid now. I should have asked OP that before suggesting he changes BIOS settings.

Weberdarren97 I've tried to the bios and load optimized defaults but it didn't change a thing.
And Madmatt30 I was running a cpu benchmark from passmark at the time, to check if it was running at lower speeds because it wasn't under load
 


Let's see if your CPU is overheating or not.
1) Download and install AIDA64 Extreme. I recommend using the download.aida64.com location.
2) Drop down the Tools menu across the top and select System Stability Test.
3) Select everything except for Local Disk.
4) Take a moment to explore the tabs and familiarize yourself with the program.
5) Run the test. Keep an eye on CPU temperatures as well as the CPU Usage and Throttling graph at the bottom. CPU Usage (usually yellow) should be at 99-100%. CPU Throttling (usually green) should not exceed 0%. If the CPU throttles, shut down the system to allow it to cool down.
6) If no throttling occurs, all the test to run for 10 minutes before stopping it. Navigate to the Statistics tab and find the information on CPU speed and temperatures. I recommend writing it down so you don't forget it. I would like to know the max CPU temp as well as max, min and average CPU speed.
 
CPU is too hot. While Intel CPUs are fine until 85-90C, the AMD FX series puts its thermal sensors further from the ALUs. This means the heat sensors aren't as accurate, resulting in the system taking a bit more caution when deciding when to thermal throttle. Maximum allowed temperature before throttling on that CPU I think is 59C... Maybe 61. Either way you're too hot.

What CPU cooler are you using?

Have you cleaned the dust out of your system recently?

Okay, I've also considered upgrading to the 212 for some time actually, so I guess I should just go ahead and do it so my CPU won't reach those high temps anymore. Thanks a lot for all your help mate!
 


Just so you know, the 212 EVO is popular but I completely hate it. It's louder than the two I suggested and its mounting mechanism is crap. Good luck mounting the 212 EVO in less than three tries.

Its successor, the 212X, is much more friendly. The static pressure optimized fan allows for quieter operation and the redesigned mounting mechanism eliminates many of the headaches that come with the 212 EVO.
