Computer starting for 5 seconds then turning off (Loop. Motherboard issue?)

Hey guys!

I have a 4 year old computer and am hoping I can fix this without buying new parts. My computer has been having issues randomly restarting due to Windows crashing. Last night I decided to get a USB drive, put windows on it, and clean the main drive.

After doing this I return to my computer after an hour and its turning on, 5 seconds later it turns off, then on again (rinse and repeat). When the screen does turn on (not often) it shows a new BIOS screen thats blue with GIGABYTE - UEFI BIOS at the top.

I've followed a few suggestions as follows:
-Remove 1 stick of RAM (leave one behind)
-Take the battery out of the motherboard for 10 minutes, then return
-Try and new PSU that I know works
-Hold a metal rod on the CLR CMOS pins for 10 seconds

So far nothings changed.

What else can I do other than replacing the motherboard (and CPU)?

Is the CPU Closed Loop Cooler(CLC) or Fan. Check that you feel vibration in the tubes that fluid is being pumped. Change out the cpu fan and try a stock fan. replace themal compound. Check that all fans are running properly. System will shut down when in senses device failure. You may have an intermittent fan failing.

Its a fan which is spinning. I don't have a stock fan but I'm planning on getting one tomorrow.
I asked a technician about it and showed him the screen that was appearing and he mentioned something about it being 'dualbios' so he was thought it could be booting in the wrong bios?
