Can't Get Programs to Save to HDD (already tried most methods to fix)

So I just built my new computer, and I am really enjoying it. It is a fairly nice build that has a 6600k and an ASUS ROG STRIX 1070. Everything is working perfectly except for one thing: I cannot for the life of me get programs that I download (excluding a few) to save to my HDD. I have both an SSD (512gb) and a HDD(1tb) and I have fully configured them and they are both active. The problem is that whenever I try to download a program it will be saved to the SSD, which I do not want because I want to save the space on my SSD for games and programs that I use frequently. I have mapped all my folder locations (I mean like downloads, pictures, etc.) to the HDD but this doesn't help. What happens is the setup for the program is downloaded onto the HDD but then when I run the setup it downloads it onto the SSD. There is also no option to "save as" when I download the programs. I am really at a loss here so any help would be greatly appreciated. I can provide info on my system and specs if needed.

Thanks for the help! Hopefully this will work. Do you have any idea for a fix for the "save as" option being missing?
